Context
Integrated Care Board procuring a population health analytics platform. The DTAC assessment sat on the critical path to commercial close.
Challenge
The ICB's prior DTAC processes averaged 3.4 rounds of clarification per applicant. The programme timeline could not absorb a fourth round.
Approach
The DTAC evidence pack was assembled during the bid, not after award. Named accountable executive on file, current DSPT status verified, penetration test dates and scope documented and a data flow diagram cross-referenced against the DPIA.
Governance
Every DTAC domain response cross-references the specific evidence artefact by document name and version. No claims without an anchor and no anchor without a signatory.
Outcome
Pass first time. Commercial close landed on the original schedule. The ICB used the evidence pack as a reference format for subsequent DTAC applications.
